EXPORT CONTROLS

Mass General Brigham investigators engage in a broad range of innovative and important research both in the United States and overseas. These activities sometimes include the sharing or shipment of research products, materials, hardware, software, (collectively, “items”), as well as research involving technology that may be subject to U.S. laws and regulations governing the export of certain items and information overseas.

An export may include international shipment of materials (either by delivery service or when carried in person during international travel) or domestic release of technology, information or software to foreign nationals. The release of technology to a foreign national in the U.S. is a “Deemed Export”, because the technology release is “deemed” to be an export to that foreign national’s home country. It is important to consider both physical exports and Deemed Exports in determining whether and what export controls and license requirements apply to the particular items being considered.

The employee who seeks to export an item shall be responsible for contacting their institutional Research Compliance or Research Administration Office to initiate an export control assessment.

The Mass General Brigham Export Controls Travel Guidance and FAQ for Researchers provides information researchers should consider before traveling abroad to help them determine, for example, whether an export controls license is required for the country they plan to visit or whether there are restrictions on electronic devices (e.g., laptop or mobile phone) they intend to bring with them. 

TravelSafe is a travel information and assistance program that was created to help Mass General Brigham travelers with a single point of contact in an emergency and to provide important travel information while traveling domestically or internationally on business related travel.
